The National Committee for Quality Assurance (NCQA) releases ratings annually for Medicaid, Medicare and Commercial health plans that measure specific treatments, preventive care services and consumer satisfaction. Health plans voluntarily choose to participate in NCQA’s yearly ratings and publicly share their data, underscoring a strong commitment to transparency and open dialogue about health plan performance and improvement. Plans are rated from 0 to 5 stars in half point increments. For 2016-2017, 86 percent of our
Medicaid membership is in plans that received three or more stars in the NCQA Health Insurance Plan Ratings. Our top rated Medicaid plan is Rhode Island at 4.5 stars, while Michigan, Nebraska and New York are rated at
4 stars.

Products

We manage health care benefits for beneficiaries of more than 70 different health care programs, including Medicaid, CHIP and various programs for the uninsured. The primary categories of eligibility and our participation are:

  • Temporary Assistance to Needy Families (TANF) – Provided to 22 markets to serve primarily young women and children, programs for families and children focused on high-prevalence and chronic
  • Children’s Health Insurance Programs (CHIP) – Provided to 21 markets for children not covered by commercial insurance and not eligible for

  • Long-Term Care (LTC) – Provided in 12 markets, Medicaid programs for the long-term care population including nursing home costs and other long-term care
  • Medicaid Medicare Program (MMP) – Program provided in 2 markets (Ohio and Texas) for individuals who are enrolled in both Medicaid and
  • Childless Adults & Programs for the Uninsured – Program developed by the state for adults and families not covered by commercial insurance and not eligible for Medicaid or Provided in 2 markets (New York and Wisconsin).

U.S. Representative Adriano Espaillat proudly represents New York’s Thirteenth Congressional District. He was sworn into office on January 3, 2017, during the 115th Congress.

Congressman Espaillat was born in the Dominican Republic in 1954 and came to the United States with his family when he was nine years old.  He grew up in the Washington Heights neighborhood in New York City and is the first Dominican-American to serve in the United States Congress.  Congressman Espaillat currently serves as a member of the influential U.S. House Foreign Affairs Committee, the House Committee on Education and the Workforce, and the House Select Committee on Small Business.  He is a member of the Congressional Hispanic Caucus (CHC) and serves as Chairman of the CHC Task Force for Transportation, Infrastructure and Housing.
 
A steadfast champion for working- and middle-class New Yorkers, Congressman Espaillat is a staunch advocate of a fair living wage, immediate and effective investments in affordable housing, meaningful criminal justice reform, infrastructure improvements, expanded youth programs, and better educational opportunities.
 
Throughout the tenure of his career in public service, Congressman Espaillat has been a vocal advocate for protecting tenants, improving schools, and making serious, smart investments in economic development, job creation, and environmental protection.  Prior to coming to Congress, he served as a New York State Senator during which he represented the neighborhoods of Marble Hill, Inwood, Washington Heights, Hamilton Heights, West Harlem, the Upper West Side, Hell’s Kitchen, Clinton, and Chelsea.
 
While in the New York State Senate, Congressman Espaillat served as the Ranking Member of the Senate Housing, Construction, and Community Development Committee; Chairman of the Senate Puerto Rican/Latino Caucus; and as a member of the Environmental Conservation, Economic Development, Codes, Insurance, and Judiciary committees. Prior to his tenure as a state senator, he served in the New York State Assembly, and in 1996 became the first Dominican-American elected to a state legislature.  In 2002, Espaillat was elected chair of the New York State Black, Puerto Rican, Hispanic and Asian Legislative Caucus.
 
Prior to entering elected office, Congressman Espaillat served as the Manhattan Court Services Coordinator for the NYC Criminal Justice Agency, a non-profit organization that provides indigent legal services and works to reduce unnecessary pretrial detention and post-sentence incarceration costs.  He later worked as Director of the Washington Heights Victims Services Community Office, an organization offering counseling and other services to families of victims of homicides and other crimes, and as the Director of Project Right Start, a national initiative funded by the Robert Wood Johnson Foundation to combat substance abuse by educating the parents of pre-school children.

New York City residents are now able to sign up for IDNYC – a government-issued identification card that is available to all City residents age 14 and older. Immigration status does not matter. Mayor Bill de Blasio announced this initiative in his State of the City address in January 2014 and less than one year later proudly launched the largest municipal identification card program in the nation.
GETTING YOUR IDNYC CARD:
All New York City residents age 14 and older can get an IDNYC card. Applicants must complete an application and submit it at an IDNYC Enrollment Center. Applicants are also required to present proof of identity and residency in New York City. Many types of documents are accepted, all of which are listed here. You must submit your application and proof of identity and residency in person at an IDNYC Enrollment Center or an IDNYC Pop-Up Enrollment Center, which travels to neighborhoods across the City. After you apply for the card, it will be sent to you in the mail.
The IDNYC card is free for all New Yorkers who apply during the first year of the program – until December 31, 2016. Cards are valid for five years from the date the application is approved. The application process is accessible to people with limited English proficiency and people with disabilities.
USING YOUR IDNYC CARD:
The IDNYC card is an accessible and secure document that enables residents to access City services and grant admission to City buildings, such as schools. In addition, the card can be presented as proof of identification for interacting with the police and is an accepted form of identification for opening a banking account at select financial institutions.
You are able to use your IDNYC card at any public library in New York. The card can be integrated with your account at the New York, Brooklyn, and Queens Public Library Systems. This is the first time a single card can be utilized across all three systems. To use your IDNYC card at a library, ask a librarian or a library clerk at your local branch to connect your IDNYC card with your library account or sign up for a new library account and use your IDNYC card as your library card.
Furthermore, a number of additional benefits are available to IDNYC cardholders including the opportunity to sign up for free one-year memberships at 40 of the city’s leading museums, zoos, concert halls, and botanical gardens. The IDNYC card offers a full package of exciting benefits that includes discounts on movie tickets, sporting events, prescription drugs, fitness and health centers, supermarkets, and New York City attractions. The card is also accepted at a number of banks and credit unions in the city to open a bank account.

CARD AVAILABILITY:
The IDNYC card is now available at Enrollment Centers across all five boroughs. You can also use our map to get directions to your nearest Enrollment Center.
PRIVACY AND CONFIDENTIALITY:
The City will protect the confidentiality of all Municipal ID Card applicants to the maximum extent allowable by applicable federal and state law, and in accordance with Local Law 35.
In addition, the City will not ask applicants for information about their immigration status for purposes of obtaining the card in accordance with Executive Orders 34 and 41.

  • By City agencies to access many services and programs;

New York City Parks Department – Adults age 25-61 receive a 10% discount off annual and six-month NYC Parks Recreation Center memberships at any of Parks’ 35 neighborhood recreation centers.
YMCA – With your IDNYC card, you will receive access to Y Roads young adult centers and New Americans Welcome Centers, which offer adult literacy programs. You will also receive 20% off of family and adult memberships at all 22 YMCA centers citywide.  This discount is not available to IDNYC cardholders who have had a YMCA of Greater New York membership within the last twelve months.

The Street festival among other things be a celebration of the city’s African diversity with excellent displays of the unique goods and services provided by African & Caribbean merchants on 116th street and throughout the NYC metro area.
We will also have two pavilions (2) showcasing dance, art, music and dress from various regions throughout Africa and the Caribbean with direct participation from the African community & Cultural groups, consulates and embassies from the city’s five boroughs.
Preference has been given to African Merchants in the city of New York  for space during the event on a first come, first served basis. All merchants, vendors, and services entities would be required to be licensed and have valid permits by the applicable agencies in the City of New York for selling, promotion, solicitation, and delivery of their goods and services.
 
The merchants and vendors are categorized as follows:
 

  • Dance, Music and African Art (1 main Pavilion)
  • Judging and viewing stand for Africa Day Parade (2nd Pavilion)
  • Food and Beverages
  • Clothing and Apparel
  • Health and Wellness Services (Medical, health, Mental, testing services)
  • Financial services (Banking, insurance, etc.)
  • City agency services (Immigration, housing, social services).

  • Gale A. Brewer is the 27th Manhattan Borough President, responsible for advising the Mayor and City Council on borough concerns, commenting on all land-use matters in the borough, advocating for the borough in the municipal budget process, and appointing members of Manhattan’s 12 Community Boards. Gale Brewer 2
  • The Borough President also chairs the Borough Board, made up of City Council Members and Chairs from the Community Boards, and the Borough Services Cabinet, composed of senior officials from City agencies delivering services in the borough.

Ms. Brewer previously served on the City Council for 12 years, from 2002 through 2013, representing the 6th Council District which includes most of the Upper West Side and northern Clinton.

  • As Councilmember, she successfully passed legislation guaranteeing paid sick leave for most hourly employees, compelling landlords to fix repeat violations, requiring all City data be published online, and the nation’s first law protecting domestic workers.
  • She was the founding chair of the Council’s Technology Committee in 2002.
  • Immediately prior to her election to the City Council, Brewer served as Project Manager for the NYC Nonprofits Project at CUNY’s Graduate Center, and before that worked for the Telesis Corporation, a private firm that builds affordable housing in New York City.

  • New York City Deputy Public Advocate for Intergovernmental Affairs under Mark Green (1994-1998).

  • Executive Director of the Mayor’s Commission on the Status of Women (concurrent with the Federal Office, from 1993 to 1994).
  • Chief of Staff to West Side Councilmember Ruth W. Messinger– before Messinger was, herself, elected Manhattan Borough President (1979-1989).
  • Brewer also served on the staff of Lt. Governor Mary Anne Krupsak, the first women elected statewide in New York in 1974 (under Gov. Hugh Carey) and first served in government in the City Parks Department during the Lindsay administration.
  • Brewer has an MPA from Harvard’s Kennedy School of Government, and she did her undergraduate work at Columbia University and Bennington College.
  • She co-teaches a class in urban policy each spring with former Borough President Messinger as part of Hunter College’s Public Service Scholar program, and has taught urban affairs at other area colleges, including Barnard, Baruch, Brooklyn and Queens Colleges.
  • Brewer is married to Cal Snyder; they live on the Upper West Side. Together they have raised many foster children.

Mr. Sekouba Bolomba is an Ivorian reggae musician. In the tradition of jamaican roots reggae from the 70s, Sekouba combines an eclectic mix of traditional West African rhythms known as Bolomba, using djembe drums and balafons. His potent lyrics, heavy ideas, and delicate voice are laced in his music in four different languages: English, French, Malinke and Bambara. He humbly has graced stages around the globe with generous performances, including Israel, Germany, Switzerland, Mali, Senegal, Burkina Faso, Ivory Coast, the United States of America and Canada.
After being enriched into the roots of the Bolomba style, the young Sekouba came alive with the West African sounds of the Mandinka. Sekouba’s desire to sing came naturally but it was never a reality without the musical influence of his brother, Ismael Isaac. Sekouba’s uplifting and heartening lyrics enliven audiences with spiritual liberation and African consciousness. His debut album “I’m So Glad” was self-produced in New York City and arranged by Oscar Ankou. Sekouba’s sophomore album in 2010 “Sejo” was co-produced by Sidney Mills, Grammy award-winning reggae artist and keyboard player for the legendary reggae band Steel Pulse. The album includes outstanding liberal tracks like “Mandela” featuring Bob Marley’s guitarist Junior Marvin from The Wailers. “Mandela” is a sharp and arousing tribute to former President of South Africa Nelson Mandela, and has been well-received by international fans.
Sekouba and his band Bolumba Stylee have decorated the nation with groovy, soulful performances at venues and festivals such as Festival Nuits d’Afrique in Montreal, Canada; Abi Festival in Abidjan, Ivory Coast; Fête de la Musique in Mali; SummerStage in New York City, alongside Israeli artist Idan Raichel; NJPAC SummerStage; New Haven Music Festival; Brooklyn’s International African Arts Festival; S.O.B.’s; Shrine World Music Venue; and many more. Sekouba’s music is inspired by a conglomerate of modern day music, and the ancestral dialogue passed down to him as a descendant of a long line of griots. Sekouba is the youngest brother of Isaac Ismael, the lead singer in Ivory Coast’s best known musical group. He currently lives in New York City and is the Senior Artistic Director for the Go Africa Network 2016 (NYC).
