about The New York City Commission on Human Rights

The New York City Human Rights Law is one of the most comprehensive civil rights laws in the nation.
The Law prohibits discrimination in employment, housing, and public accommodations based on race, color, religion/creed, age, national origin, alienage or citizenship status, gender (including sexual harassment), gender identity, sexual orientation, disability, pregnancy, marital status, and partnership status. Interns, whether paid or not, are considered employees under the Law.
In addition, the Law affords protection against discrimination in employment based on unemployment status, arrest or conviction record, credit history, caregiver status, and status as a victim of domestic violence, stalking, and sex offenses.
The Law affords additional protections in housing based on lawful occupation, family status, any lawful source of income, and status as a victim of domestic violence, stalking, and sex offenses.
The City Human Rights Law also prohibits retaliation, discriminatory harassment, and bias-based profiling by law enforcement.
The New York City Commission on Human Rights is charged with the enforcement of the Human Rights Law, Title 8 of the Administrative Code of the City of New York, and with educating the public and encouraging positive community relations. The Commission is divided into two major bureaus — Law Enforcement and Community Relations:

About U.S. Congressman Charles B. Rangel: Charles B. Rangel, war hero, history-making congressman, master lawmaker. A founding member of the Congressional Black Caucus, he made history as the first African American member of Congress to lead the powerful Ways and Means Committee. Now serving his 23rd term in the House of Representatives, he has been cited as the most effective lawmaker in the House, leading all of his colleagues in passing legislation. He was a prime contributor to President Obama’s historic health care reform law.
Rangel
Growing up on the other side of the tracks on Lenox Avenue in Harlem, he was transformed from high school dropout to war hero after volunteering for service in the Army during the Korean War. Wounded in an attack by waves of Communist Chinese troops, he was awarded a Purple Heart and the Bronze Star for Valor after leading his surviving comrades from behind enemy lines.
With the aid of the G.I. Bill, he earned degrees from New York University and St. John’s University Law School.  He began his public service as an assistant U.S. Attorney for the Southern District of New York and was later elected to the New York State Assembly. He came to Washington in 1971 to serve in the House after defeating the legendary Congressman Adam Clayton Powell, Jr.
In Congress, following Saint Matthew’s teaching, he has been a stalwart champion for the “least among us,” advocating powerfully and persistently to improve the lives of working people.  He is a defender of veterans and has treated education as a national security issue.
A leading advocate for equal rights and equal opportunity, Congressman Rangel has boosted the incomes of millions of working families with the Earned Income Tax Credit, and pumped billions of dollars into revitalization of communities across the nation, including Harlem. Demonstrating his commitment to education, he has created financial mechanisms to construct and rehabilitate public schools across the country.
Congressman Rangel’s unparalleled foreign policy record has focused on Africa and the Caribbean.  In 1986, he sounded the death knell for apartheid in South Africa with the “Rangel Amendment,” which forced the largest U.S. investors to abandon the country.  He has created trading and investment opportunities for struggling nations in the Caribbean and Africa. In 2010, he successfully promoted vital investment incentives for earthquake ravaged Haiti.
Among his proudest achievements is founding the Charles B. Rangel International Affairs Program in the State Department, in cooperation with Howard University.  As of 2015, most of the 200 Rangel Fellows who completed the program were serving as U.S. State Department Foreign Service Officers in U.S. Embassies around the world. Congressman Rangel still resides with his wife Alma in Harlem where he was born. They have two adult children and three grandchildren.

Street festival aims to support black-owned businesses in Harlem and New York City in general
 
New York, NY — The second annual Go Africa Harlem Street Festival will be held Saturday, July 16 from 10 a.m. to 7 p.m. on 116th Street within the boundaries of Adam Clayton Powell and Frederick Douglass boulevards in Harlem.
 
The festival will include live music and dance, African food and beverages, African-American food and beverages, clothing and apparel, health and wellness services, financial services such as banking and insurance, city agency services in areas such as immigration, housing and social services, taste tests and giveaways.
 
Manhattan Borough President Gale Brewer, a sponsor and supporter of the festival, will serve as the grand marshal for the event.
 
Shaun King, senior justice writer for the New York Daily News and a prominent civil rights activist known for his use of social media to shed light on social causes, will serve as Co-cost for the event with  Charlene (“Charlie”) Cooper from WFXR, Fox News
 
Some of the restaurants that will be participating in New York African Restaurant Week (NYARW) 2016, will be in attendance. A Taste of Africa, a community-based organization dedicated to promoting the best of African cuisine and culture that organizes the annual NYARW, is among the supporters of the event.

About the United Nations Mission in Central African Republic and Chad (MINURCAT): 38407_136429979713639_3624158_n
The United Nations Mission in Central African Republic and Chad (MINURCAT) was established by Security Council Resolutions 1861 (2009), 1834 (2008) and 1778 (2007) in consultation with the authorities of Chad and the Central African Republic.


  • Security Council Resolution 1861 authorizes the deployment of a military component of MINURCAT to follow EUFOR in both Chad and the Central African Republic at the end of EUFOR’s mandate.
    MINURCAT shall include a maximum of 300 police officers, 25 military liaison officers, 5,200 military personnel and an appropriate number of civilian personnel.
    MINURCAT shall have the following mandate in eastern Chad and the north-eastern Central African Republic, in liaison with the United Nations country team and, as appropriate, in liaison with the United Nations Peacebuilding Support Office in the Central African Republic (BONUCA) and without prejudice to the mandate of BONUCA:
    Security and protection of civilians

    v To select, train, advise and facilitate support to elements of the Détachement Intégré de Sécurité (DIS) ;
    v To liaise with the national army, the gendarmerie and police forces, the nomad national guard, the judicial authorities and prison officials in Chad and the Central African Republic to contribute to the creation of a more secure environment, combating in particular the problems of banditry and criminality;
    v To liaise with the Chadian Government and the Office of the United Nations High Commissioner for Refugees (UNHCR) in support of their efforts to relocate refugee camps which are in close proximity to the border, and to provide to UNHCR, on availability and cost-reimbursable basis, logistical assistance for that purpose;
    v To liaise with the Sudanese Government, the African Union/United Nations Hybrid Operation in Darfur (UNAMID), BONUCA, the Multinational Force of the Economic Community of Central African States in the Central African Republic (MICOPAX) and the Community of Sahelo-Saharan States (CEN-SAD) to exchange information on emerging threats to humanitarian activities in the region;

    v To support the initiatives of national and local authorities in Chad to resolve local tensions and promote local reconciliation efforts, in order to enhance the environment for the return of internally displaced persons;
    Human rights and the rule of law
    v To contribute to the monitoring and to the promotion and protection of human rights in Chad, with particular attention to sexual and gender-based violence, and to recommend action to the competent authorities, with a view to fighting impunity;
    v To support, within its capabilities, efforts aimed at strengthening the capacity of the Government of Chad and civil society through training in international human rights standards, and efforts to put an end to recruitment and use of children by armed groups;
    v To assist the Government of Chad in the promotion of the rule of law, including through support for an independent judiciary and a strengthened legal system, in close coordination with United Nations agencies;
    Regional peace support
    v To continue to play a role as observer with UNAMID in the Contact Group that was established under the 13 March 2008 Dakar Accord to monitor its implementation and assist, as necessary, the Governments of Chad, the Sudan and the Central African Republic to build good neighbourly relations;
    v Acting under Chapter VII of the Charter of the United Nations,
    (a) Decides further that MINURCAT shall be authorized to take all necessary measures, within its capabilities and its area of operations in eastern Chad, to fulfil the following functions, in liaison with the Government of Chad:
    (i) To contribute to protecting civilians in danger, particularly refugees and internally displaced persons;
    (ii) To facilitate the delivery of humanitarian aid and the free movement of humanitarian personnel by helping to improve security in the area of operations;
    (iii) To protect United Nations personnel, facilities, installations and equipment and to ensure the security and freedom of movement of its staff and United Nations and associated personnel;
    (b) Decides further that MINURCAT shall be authorized to take all necessary measures, within its capabilities and its area of operations in the north-eastern Central African Republic, to fulfil the following functions, through establishing a permanent military presence in Birao and in liaison with the Government of the Central African Republic:
    (i) To contribute to the creation of a more secure environment;
    (ii) To execute operations of a limited character in order to extract civilians and humanitarian workers in danger;
    (iii) To protect United Nations personnel, facilities, installations and equipment and to ensure the security and freedom of movement of its staff and United Nations and associated personnel;
